Like you said if in a book about crime people aren't going to say, "Oh officer I hope this doesn't hurt your feelings but I really don't like you" would it be as interesting as if somebody swore, probably not. Although, it really does come down to the type of book and characters. Swearing will establish the character and what kind of person they are. Certain genres, like mysteries or crime novels, may require more swearing because of the setting and what is happening in the story, compared to a fantasy which may require none.
